The purpose of the ARP ESSER ASP grant awards was to provide funding for the implementation of evidence-based, comprehensive after school programs, and ensure such programs respond to students’ academic, social, and emotional needs and address the disproportionate impact of COVID-19 on student success. The Maryland State Department of Education (MSDE) administered the American Rescue Plan Elementary and Secondary School Emergency Relief Afterschool Program (ARP ESSER ASP) to assist organizations with creating after school school programs for the purpose of addressing achievement gaps caused by COVID-19, particularly students who attend high-poverty and low-performing schools.
